Foreign or Out-of-State Submissions

Foreign Soil Submissions

Following the USDA’s Animal and Plant Health Inspection Service (APHIS) regulations, soil from any area outside the contiguous United States requires special shipping and laboratory procedures. Prior approval from the UC Davis Analytical Laboratory is required before shipping. Please contact the lab at anlab@ucdavis.edu for permission and instructions. Failure to obtain approval prior to shipment will result in denial of soil analyses and the samples will be destroyed.

Out-of-State Soil Submissions

Domestic soil that has been categorized by the USDA’s Animal and Plant Health Inspection Service (APHIS) as under quarantine for various plant pests and disease is restricted from moving out of the county of origin. See the map at the link below for an overview of current domestic quarantines in place. Contact the USDA-APHIS-PPQ State Plant Health Director in your state for further information.

Federal Domestic Quarantines for Movement of Soil within the Continental United States

Soils from Guam, Hawaii, Puerto Rico, and the U.S. Virgin Islands are handled as foreign soil.

Plant Submissions

We only accept out-of-state plant submissions that have been dried and ground. This also applies to quarantined areas within California, please see the link above.
